Address five crucial barriers to ensure project success

I’ve heard about these barriers on many a project in my career, and politics plays a big role in most of them. But not all of us has the power or capability to confront these issues because of any of the following:
Fear of reprisal
Fear of job loss
Fear of demotion or cut in pay
Fear of "getting in trouble"
The inability to go around an uncooperative manager
Then how do you work through such barriers? Executives and managers, what can employees do to erase these barriers? Or what have you done to work through them?
